If the landlord was gone for a few days, and electrical problems came up with his prop, could that tenant backcharge the landlord for her having missed that work day overseeing the repair?

Highly unlikely, but also depends on city and or state landlord tenant laws where you live. If you truly feel wronged by the situation I would address the landlord directly about the issue. Although, in most cases the laws favor the landlord so you have to determine whether or not you really feel he was liable and negligible in the situation.

Not sure about time; but definitely any costs of making the repair. The time consideration is one that the landlord could contest. How much do you make an hour. Any repair order you have a receipt for will not be a problem. If you want time lost you might have to show a judge a pay stub.

Because the landlord was unaware of the problem (gone for a few days) and not neglectful it isn't a legal issue. BUT, you could approach the landlord and ask for a credit towards your next month's rent..good luck!
